Sustainable Rauma

Rauma is among the forerunner cities in sustainable development. The city aims to strengthen its attractiveness and retention capacity through long-term and continuous development based on sustainable growth.
Rauma has natural prerequisites for sustainable development: its economic structure is exceptionally diverse, and it has a rich industrial heritage. The city is home to two UNESCO World Heritage Sites, and part of its archipelago belongs to the Bothnian Sea National Park.
The city mitigates climate change and actively collaborates with businesses to reduce emissions.
The steps for Rauma’s sustainable development have been defined in a sustainability program. The program brings together sustainability themes, guides Rauma’s growth toward a sustainable future, and builds a culture of sustainability in the city through collaborative efforts.

Rauma’s Sustainable Development Programme
Rauma has set the following five key objectives for sustainable development:

- Safeguarding the prerequisites for vitality
- A well-being community in a pleasant coastal city
- Fair and equitable governance
- Preventing biodiversity loss
The programme is implemented in cooperation with Rauma’s businesses and economic partners, local residents, and the city organisation.

Rauma’s Climate Work
Rauma joined the Hinku network of pioneering municipalities for climate change mitigation in 2013. The goal of the Hinku network is to reduce municipalities’ greenhouse gas emissions by 80% by 2030 from the 2007 level, in cooperation with businesses, residents, and experts.
With support from the Ministry of the Environment’s funding for municipal climate plans, a climate plan has been prepared for Rauma in collaboration with stakeholders. Through the measures approved in June 2024 by the Rauma City Council, Rauma aims to move towards its climate targets.
Rauma’s climate targets include
- promoting the vitality of the region
- improving companies’ resource efficiency
- increasing business opportunities for companies and strengthening competitiveness
- developing sustainable industry, the circular economy, and the bioeconomy in the region
- strengthening cooperation between the municipality and the business sector.
Rauma’s climate work has already produced results. Rauma has reduced its air emissions by a total of 49% from the 2007 baseline (Finnish Environment Institute, 2025).
Climate work in Rauma is guided, coordinated, and monitored by the Hinku cooperation group. The role of the local Hinku working group is also to plan and communicate actions that support the emission reduction target.
The City of Rauma participates in the national Energy Efficiency Agreement for the public sector for 2026–2035 (JETS), which is also a prerequisite for membership in the Hinku network.
